Reentry

Data tells us that without access to reentry support services, ex-offenders are likely to recidivate, and a cycle of crime continues that tears apart the fabric of community. The HOPE Commission is working with many agencies and organizations to frame a reentry strategy that will reduce recidivism, making the fabric of our communities stronger.

Our goal is to make sure that there are support systems in place that help ex-offenders find employment, housing, health care, and develop life skills. Because reentry services in Delaware are fragmented, the HOPE Commission is taking steps to create a “one-stop” reentry hub that houses services and resources in one location.

Step 1: We’ll bring together a coalition of state, federal, municipal, and private agencies to work toward the creation of a reentry hub where ex-offenders will be able to tap into services in the areas of housing, education, employment, job training, medical treatment, and substance abuse and mental health.

Step 2: To create a resource center of information, we will gather data on criminal justice policies and practices related to how they impact ex-offenders.

Step 3: We’ll advocate for legislative and policy reform.
