Nine Recommendations
The HOPE Commission’s Wilmington Report presented nine recommendations that serve as our blueprint for meaningful change. They are:
- Expand the community policing philosophy as the department-wide approach to fighting and preventing crime.
- Create a strong advocacy organization to improve the education of City children.
- Establish HOPE Zones.
- Improve economic development opportunities for businesses to thrive and for residents Citywide.
- Establish a network of community workers known as HOPE Outreach Workers (youth and adults).
- Coordinate the efforts of the faith-based community in education, youth outreach, violence prevention, and ex-offender reentry.
- Strengthen ex-offender reentry programs that promote positive reintegration into the community.
- Embark on a Campaign of HOPE for the City of Wilmington.
- Create a permanent HOPE Commission to ensure that the action plans in the 2006 Report are implemented and sustained.
